I have a El Cheapo Delonghi EC155 and a brand new, Baratza Encore grinder.

This is the first grinder I've had where grind setting was so good that I can good from almost cooca powder fine to chunks!. I need guidance on finding a grind settings / tamping pressure.

Set the B.E. to 1 and tamped as usual, (I read 30 PSI was standard tamping pressure) but no flow!

So I changed B.E. setting to 5 and did a slight tamp pressure. Water flowed but was fast and not 'frothy' white-ish, came out like drip coffee.

I can't change anything but grind and tamp, any suggestions on finding the sweet combination?

Should I stay firm on tamp pressure of 30 PSI? but keep trying minor grind settings? I assume having coffee come out where it looks thick, frothy, occluded is the ideal?

Your on the right path... keep your pressure as consistent as possible and keep playing around with the grind setting. You will even find differences between espresso blends as well as the age of the coffee. With espresso you have to start with fresh roasted beans...
