Got it at flea market and cleaned.. this is what i'm left with. Is it safe to use like this?

Use a multimeter to test resistance first. Then plug into a GFCI outlet as always for this kind of appliances. The worst thing can happen is to trip the GFCI. Good luck!

It is working fine electricaly. It brews, and all. I am worried about the oxidation or whatever it is.

In that case, as long as you don't use it everyday/several times a day, it's fine. But long term exposure to oxidized aluminum may not be a good thing.
