Not quite the right ratio according to this chart.
by the way, to help your calculation, 1 oz is 28.38 grams. hopefully someday, we will all use metric system.... but probably it won't come in my life time...:+(

I believe that it has to be weight.
water weight is constant.
but roasted coffee bean weight will change depends on light to super dark roast. So I do not think that we can go by the volume.
As you graphic says, "It's a starting point..." Below are recommendations from several sources. They are all in the same ballpark:

It's all certainly still relevant... I typically use the SCAA standard is my starting point with any coffee. Then adjust based on the coffee and my taste.
Bean type, roast level, bean freshness, brewing method, grind, water quality & temperature, filter type, cleanliness of equipment (residual oils etc)...and I haven't even mentioned water to coffee ratio yet!! All these variables are interdependent. Change one, and the outcome changes. Ratio can be the starting point if you want consistency. I use "Sweet 16", not as the actual ratio...but to remind myself where the "sweet spot is"...also it helps if you're a college basketball fan, or have any teenagers...lol
