Help Please: Cecilware Esp2 water constantly draining

I have just hooked up a refurbished Cecilware ESP2

I'm losing about 3 gallons per minute out of the drain tube

I suspect a bad Dosing valve , but I'm not really sure The drain basin fills up fast when pulling a shot or steaming And it fills up constantly when I turn the water on to the unit. I'm at a loss.

I just pinched the expansion drain tube that comes from the doser valve to try to save some water. But I'm not sure what I should do. Is it normal to have that basin fill up constantly.

I'm stuck.

Where is exactly is the water coming from? Are you saying the water is up from the drip tray? When you say doser valve - what exactly are you referring to - pic would be helpful. Most machines have a solenoid valve which the water valve that turns on/off the water to the group head. There is also a relief valve that releaves pressure from the group head so you can remove the portafilter without spraying hot water all over.
