La Cimbali M29 basic

When I took delivery of my second hand, La Cimbali m29 basic The boiler drain pin was set all the way in the housing, but I am looking at the shape (see photos) and wondering if it should come out to be flush with the housing face (see photo)? The cap has a washer in which suggests that this is some sort of adjustable valve? Any help would be appreciated.
