Not so sure if it makes expresso, but with my homeroasted beans, the Aeropress makes the best coffee I have experienced so far. Almost the only way I want it anymore lol.

@CCafe You wont find any machine that makes expresso since this is not a real word.

Any way the espresso machine I have is the De'Longhi EC155 Its a Pump Driven machine not exactly hand operated however if you meant to say Manually operated instead, its a nice little machine and definitely in your price range.
Easy to use and makes a good shot. Also the water tank is removable so no spills when refilling it

Though if your looking for something that doesent require electricity to operate you might consider a Moka Pot which you can get from around $25
