Avanti Capri : Pressure relief

I understand that most basic home espresso machines route the excess water/steam from the pressure relief (or three-way) valve down into the drip tray. I am guessing the Avanti Capri I just bought (used) also works this way. I am wondering if it's missing a tube from the valve to the drip tray. Some holes seem to be there for this purpose.
