Codes and inspections?

In my "real" job I deal with and interpret federal and state regs for a living and I know how convoluted some compliance issues can be (that's why I get paid) so...

What regs in Tennessee apply to roasters? Are we treated like restaurants or are we regulated like food preparers, or are we somewhere over in the agriculture section? I'd like to make sure I'm in compliance.

I don't know about Tenn. But in Washington state we are treated like the agriculture section but regulated like a food prep kitchen.

This is a good question. I would like to start a small commercial coffee roasting business in Texas. Could you set up a small roaster in your garage and sell to restaurants or online?
