ISI Club Soda dispenser. Need help.

I just bought a ISI club soda dispenser that uses the CO2 small canister. I put water in it almost to the top then put the CO2 in. Then I shake it. Problem is the seltzer water that comes out is not very carbonated (not Bubbly). Does any of you have experience with this ISI club soda dispenser? Is there a secret that I am missing here? I use them to make Itallian Creme sodas at my kiosk.

HI , and I have an ISI whipped cream dispensor, and if it's fillled too full: the cream is runny and not NO2'd enough. SO you might try less water. Just a thought, and I don't know the best concrete answer.
