Problems filling old Astoria Argenta for the first time

I purchased a two group Argenta about 2 years ago and it has been sitting idle ever since. I am trying to get it going, discovered that the pump and motor were missing. Replaced with the internal version because it had the existing mounts. The hoses are connected. I have not turned it on yet. I am trying to fill it using the manual fill lever, but the water pours out of the drain line. When I cover the drain line with my finger, it takes water, but when I remove my finger, all the water that went in, comes right out. My first thought is that the hose configuration is incorrect, but I cannot find a photo online. Also wonder if someone knows of other possible explanations. I am attaching a photo of my layout.

I was able to solve the problem. I will post it, in the off chance someone else runs into the problem. What i thought was a pressure release valve, is actually a standard valve that had lost the handle. I have indicated the particular spot with a red arrow.
