Any help from Washington State coffee trailer owners?

Good morning, New here as I have recently embarked on a new journey. I am currently in the process of converting an old horse trailer into a coffee trailer, basically building from ground up, this whole LnI process is so very confusing for me, as the trailer will not classify as a “food truck/trailer” I will not have food except for prepackaged items, will have typical coffee shop drinks, iced, blended, hot and energy drinks.

LNI generalizes everything, and nothing specific about coffee trailers. Does anyone have any tips/advice from Washington State?
 
Well I'm not from your state so have little to add, bwahaha. That sort of thing varies from state-state, even slight variations/expectations county-county in my state. When we had a top notch van that was built out for this type of vending the only thing any health dept was interested in was being sure the fridge was 40 F or less at all times as we had all sorts of 'milk' options available and the onboard water tanks were filled with municipality supplied water. They paid no attention to the few food items we kept, usually supplied from local wholesale vendors or even didn't seem to care about checking things like icemaker sanitation, water heater output temp or even that we had a 3 bowl sink for 'proper' wash/rinse/sanitize. We had a daily vending spot in our county, but also touched base with any county health dept for every event we did in those areas just to be sure all bases were covered. At that time (2009) the sort of mobile vending we did was very new to this area/state and health depts seem to be on the amateur end of knowing what to look for to keep things in code.
